PHILADELPHIA, PA - On April 21, Massachusetts State Troopers, along with U.S. Marshals arrested Carlos Vizcaino, 34, at a residence in the 'sanctuary city' of Philadelphia. He has been considered a fugitive from justice since May 2018, when he reportedly kidnapped a New Bedford woman, beat her and raped her for several hours.
The victim, suffering from several serious injuries, was taken to a local hospital for treatment.
The Massachusetts State Police issued the following information about Vicaino, after placing him on the their 'Most Wanted' List:
“During the early morning hours of May 31, 2018, the New Bedford Police Department responded to a report of an unclothed female running from a vehicle. Responding officers discovered the victim with obvious injuries and she was transported to a local hospital. Investigation by New Bedford PD Detectives revealed that Carlos M. Vizcaino allegedly held the victim against her will at knife point for several hours, physically assaulted her numerous times and committed a violent sexual assault.
Vizcaino fled the scene, is actively avoiding law enforcement and remains at large. Vizczino has utilized numerous aliases in the past which include the above names (Luis Castro, Luis Linares, and Angel Maysonet ), and various dates of birth and social security numbers.
Vizcaino is reported to be a native of the Dominican Republic.”
The Dominican national also has several has several outstanding warrants against him in towns across Massachusetts and New Hampshire.
Vizcaino has been charged with rape, armed kidnapping with sexual assault, assault and battery with a dangerous weapon, and assault with a dangerous weapon. He is also facing multiple drug and motor vehicle offenses in separate incidents. He is currently awaiting extradition back to Massachusetts.
