WILLIAMSBURG, VA - On Thursday, State Trooper V.T. Britton arrested Jose Efrain Hernandez Mancia, 26, after he reportedly slammed into another vehicle carrying three college athletes, killing one, and leaving the others seriously injured.

After the crash, Mancia fled the scene on Route 199, eventually crashing his own vehicle again, according to a police report.

According to the Virginia State Police (VSP), five members of the Milligan University men’s cross country/track and field team were running along Williamsburg Pottery Road near the Lightfoot Road intersection at approximately 6:02 p.m. when they were struck by a red Toyota Scion.
All five members were transported to Sentara Williamsburg Regional Medical Center, where 20-year-old Eli Cramer of Murfreesboro, Tenn. succumbed to his injuries.

The victims were in Williamsburg to attend a track meet.

"Eli Cramer was a sophomore business administration major at Milligan. In his two years with the Buffaloes, he was a third-place finisher on the 2021 national championship cross country team, a two-time All-American and two-time All-AAC for cross country," reported WCAX.

Mancia was charged with DUI, DUI-Manslaughter, DUI-Victim Permanently Impaired, Reckless Driving-Endangering Life/Limb/Property and Hit-and-Run-Resulting in Death. He is currently being held at the Virginia Peninsula Regional Jail on an ICE detainer.
