On December 12, 2017, Carrillo, who is in the country illegally from Guatemala, was arrested for driving under the influence with a BAC of two to three times the legal limit, and subsequently convicted.
While Virginia Beach city officials continue to claim that they dropped their 'sanctuary' policy more than 15 years ago (after two teenage girls were killed by an illegal alien with multiple arrests in the resort city), we see over and over again that either city officials are incompetent or lying.
So, which is it?
