SHENANDOAH, TX - On November 16, police arrested Oscar Valencia, 37, after he reportedly shot another man to death in the parking lot of the Shenandoah City Hall.
The victim has been identified as 36-year-old Eliseo Garza, according to the Montgomery County District Attorney’s Office.

The shooting took place around noon Monday and involved two parties in separate cars that entered the parking lot, said city spokeswoman Debbie Piltcher in an interview. No employee from the city of Shenandoah or anyone inside the building was hurt, Piltcher added.
A body could be seen covered in the parking lot as law enforcement investigated the incident, Piltcher also said.
No motive for the shooting has been given at this time.
Valencia has been charged with murder, and is currently being held at the Montgomery County Jail on $500,000 bail.
