Dual Citizen Arrested For Sex Crimes Boarding Cruise Ship In Va.

Norfolk, Va. - On August 29, U.S. Customs and Border Protection (CBP) officers arrested Farod Shaheed-Matthews, 49, as he was preparing to board a Carnival Cruise ship at Norfolk’s Half Moon Cruise Terminal. 


A CBP press release stated:

While conducting passenger vetting of embarking cruise ship passengers, CBP officers identified Matthews, 49, of Virginia Beach, Va., as a possible match to an outstanding arrest warrant issued by the Norfolk Police Department.
Officers identified Matthews, verified his identity, and confirmed with Norfolk PD that the warrant remained active and that Matthews was the subject of that arrest warrant.

Shaheed-Matthews was wanted for felony forcible rape and sexual battery by Norfolk. He was turned over to the Norfolk Police Department (NPD) and booked into the city jail, where he now remains.


Shaheed-Matthews is allegedly a dual citizen of the U.S. and Pakistan and goes by several aliases, such as “Fard S. Matthews,” “Fard F. Matthews,” and “Farod S. Shaheed.”


Neither Norfolk Police Chief Mark Talbot nor Norfolk's Commonwealth Attorney Ramin Fatehi could be reached for comment on this matter. It remains a mystery as to why the NPD had not arrested this wanted sex offender when he was living only 8.6 miles away from the cruise terminal at his home on Appleton Ct., in Virginia Beach.
