On January 28, 2020, Guerrero was charged three counts of first-degree rape and four counts of indecent liberties with a child. He was booked into the Guilford County Jail on $200,000 bond and an ICE hold.
However, despite the ICE hold, he was released back onto the streets after paying 10 percent of his bond to a bail-bonding service.
In 2019, Guilford County Sheriff Danny Rogers announced that he would no longer "honor requests (i.e. detainers) from ICE to actually hold an inmate for up to 48 hours after the inmate's state criminal charges have been resolved.
Rogers believes that holding a criminal alien for ICE, for deportation is a "violation" of illegal aliens' "Fourth Amendment" rights.
Not surprisingly, as a result of this policy, crimes committed by illegal aliens in the county that is home to 500,000 citizens is surging.
